Functions Within Design & Construction:

MISSION: Design & Construction Services is a customer-driven organization that provides the skills and know-how to perform on-campus construction projects. Campus customers can request renovations or new construction projects the results of which will not modify or replace a major facility system component or major system. We provide Design, Construction and Capital Project Management services on projects requested by our campus customers and paid for with the customer's discretionary funds, or campus plant funds accounts.

Design & Construction also supports, as needed, the maintenance of E & G Buildings mission of the Facilities Management operations. Maintenance organization, including Capital Renewal projects. See also Charges for Design (A & E) Services.

Work Induction Estimating & Scheduling (WIES) -

o Informational Budget Estimate is essentially a non-guaranteed budget and supplies the customer with an estimate based on the Estimator's experience and developed from a general description of the proposed project. The essential thing that a customer must remember is that the price arrived at with this method is not guaranteed. If the customer decides to proceed with a project with this type of estimates the customer will pay actual costs of the project incurred to complete the project, which maybe lower or higher than the estimated amount. Departments typically use this method for funding, budget planning or smaller projects.
To request an Informational Budget Estimate for your project, go to the Facilities Management web site
and choose Request an Estimate/Design in the Request Service menu to obtain the request form required to initiate the estimate process. You may contact us for further information at wies@uafphpl.uark.edu.

Design Services - Provides architectural, engineering, estimating, and drafting services 
for minor, major, and capital renewal projects. 
The primary responsibility of this group is helping customers through the decision making steps which
lead to a successful project. A project typically has six (6) steps, and each one will need customer input and
and involvement. Our design professionals and support staff can lead the customer through each step, and answer any questions the customer may have along the way.
The six steps are:
o Define a scope of work and a schematic design.
o Generate an Informational Budget Estimate.
o Complete design development, secure a code review, preliminary project funding. o Complete the construction documents and prepare a final cost estimate.
o If required, place construction documents with contractors for bidding purposes and advise the customer in the process of "letting" contracts. o Support startup and field construction.

We provide licensed professional engineering, architectural design, drafting services, estimating and project
management services to support our customers from the beginning to the "turn-key" end of the project.

o Architectural Services include design, and evaluation for both facilities and landscaping. In addition to the "normal" architectural processes we also offer ADA evaluations, Fire & Safety Code determinations.
o Engineering Services provide mechanical, electrical, plumbing systems engineering, including building
automation controls.

o Drafting Services - Using AutoCAD, prepares bid/construction documents for projects. - Maintains and updates the Campus Master Plan drawings.

Construction Services - Provides skilled crafts persons to execute on-campus construction
funded by the requesting campus customer's discretionary funds budget. Additionally, Construction 
Services provides skilled craftspersons to support, on an as needed basis, the mission of the 
Maintenance of E&G Buildings division of  Facilities Management, including Capital Renewal projects.

o Cabinetry services including, custom wall and base cabinets, furniture and fixtures, wall paneling, etc.
o Floor covering installation, repair and replacement including, carpet, wood, composition,
and ceramic surfaces.
o Locks and keys, installation, change, repairs.
o Installation, repair, replacement of doors, door closers, windows, and related accessories.
o Concrete and brick masonry services including original construction, repairs, and tuck pointing.
o Maintains, updates and repairs the campus Senior Sidewalk system.
m Electrical Cabling, Low Voltage, Campus Lighting, Motors & Generators

o Installation of maintenance of general secondary wiring for electrical (including panel boxes), signal,
lighting fixtures, and final connections for same including homeruns to the panel boxes.
o Installation and maintenance of fire alarm systems, smoke detectors, and related service.
o Computer network wiring installation and related services.
o General testing, inspection services, trouble shooting, in the process of repairs and upgrade of
existing systems, and/or written recommendations.
o Repair and overhaul of most electrical motors, and non-automotive generators.

o Complete asbestos testing and abatement services.
o Piping insulation services.
o Maintenance of campus asbestos material location database and files.
o Assist the Campus Hazardous Materials Response Team.

m Plumbing, Heating, Ventilation, and Air Conditioning

o Maintains campus central natural gas distribution system.
o Maintains and reads the campus gas and water meters.
o Maintains the campus central water distribution system, the campus sanitary sewer system, the campus
storm sewer system, and installs new lines and connections as needed.
o Sheet Metal Services capable of forming special need air conditioning ductwork, gutters, metal flashing,
and various custom and precision sheet metal work for the campus at large.
o Welding Services include gas, arc and Gas Tungsten Arc (TIG). Also available are brazing, soldering services.
All of these services are available for repair and assembly of specialty shapes required for all our campus
customers needs.
o Metal Machining precision custom parts, with lathe and milling machines, as required by
Facilities Management's maintenance mission, and for our campus customers at large.
o Plumbing Services include repair of water, sewer, and specialty delivery systems and related fixtures
that is outside the scope of Facilities Management Zone Maintenance crew's mission.
o We can also provide complete rough in and finish out services for new construction projects.
These services are available to all campus customers.
o Heating, Ventilation, and Air Conditioning Services include testing and repair of existing and new
building HVAC systems, including controls and balancing building ventilation, cool air, and heating
delivery systems.
o Provides maintenance, repair, and installation of equipment such as refrigerators, cooling chambers,
ice machines, growth chambers, etc. that are not a part of the building proper.

o Prepares gypsum board partitions including taping, floating in preparation for staff personnel to paint, apply custom texturing, or wall coverings of all types.
o Prepares and installs traffic control signage and crosswalk and parking makings on campus streets
and parking lots.
o Prepares exterior building identification signs.
o Prepares and installs interior signage, both painted and engraved.
o Prepares banners and other forms of large notice information formats via the silk screen of stencil
cutting processes.
o Prepares and installs signage for application to campus vehicles.
o Prepares engraved custom awards such as trophies, plaques for the campus at large.

o Labor Shop furnishes general labor and heavy equipment operation services campus wide.
o Licensed vehicle drivers for departmental heavy equipment, large truck fleet and campus rental fleet.
o Moving of equipment, furnishings, and accessories for campus departments on a "for-hire-basis".
o Transport and install road barricades, signs, and shoulder flagging to protect campus landscape/grounds
during major campus events on a "for-hire-basis".

Capital Project Management - Project administration begins when requests for proposals are prepared for 
authorized projects. The most qualified firms are recommended to the Board of Trustees for approval.
The selected firm's contract is negotiated by the Facilities Management. A construction coordinator is
appointed to manage the contract/project. Working with a university appointed user committee; the
construction coordinator develops the program for the project, and reviews it for compatibility with
the project budget. The coordinator then communicates the university's goals to the consultants and
manages the design contract, construction process, and the final project closeout phase. Inquiries about current project assignments should be directed to:
